Katherine Alfredo is a postdoctoral fellow at Columbia University’s Earth Institute, Columbia Water Center. Her work at the Columbia Water Center focuses on international water quality issues and the center’s initiative called America’s Water. She has a PhD in civil engineering from the University of Texas at Austin, where her studies concentrated on defluoridation treatment and chemistry.

Mr. Caprio is the Founder and Event Director of the Water 2.0 Conference series with the next event being held on April 22, 2015 in Washington, DC.
Mr. Caprio is one of the foremost advocates for government funding of emerging technologies at both the State and Federal levels. Mr. Caprio has testified before Congress and the state legislatures of New York and Connecticut, and he has been an invited speaker at over 100 conferences.
Mr. Caprio is a 35-year financial and media executive with an impressive track record of launching events focusing on emerging technology markets. Mr. Caprio joined the NanoBusiness Commercialization Association as the Founder and Event Director in 2002, to steer the launch of the highly successful NanoBusiness event series. In 2003 & 2004, Mr. Caprio served as the Event Director in the launch of The Emerging Technologies Conference in association with MIT’s Technology Review Magazine. Prior to joining Reed Elsevier’s office of the Controller in 1989, Mr. Caprio was employed at Henry Charles Wainwright investment group as a Senior Tax Accountant. In the 1980’s as a tax accountant, Mr. Caprio specialized in the preparation of 1120, 1065 and 1040 tax forms. Mr. Caprio was employed with the Internal Revenue Service from 1979-1981.
Mr. Caprio graduated from Villanova University in 1979 with a B.S in Accounting. Mr. Caprio is a member of Villanova University’s Financial Club and serves as an active member of the Villanova Alumni Recruitment Network. Mr. Caprio serves on the Board of Trustees for the Easton Community Center and the Easton Learning Foundation in Easton, CT. Mr. Caprio serves as a committee chairperson for The Augustinian Fund.
Dennis A. Cardoza

Dennis A. Cardoza is a public affairs director, co-chair of the Federal Public Affairs Practice and chair of the California Public Affairs Practice of Foley & Lardner LLP. He advises a broad range of clients on legislative, regulatory, and public policy and advocacy matters, and has extensive policy experience with respect to water resource, banking, housing, infrastructure, energy, agriculture, education, foreign affairs, and health care issues.
Prior to joining Foley, Mr. Cardoza served five terms in the U.S. House of Representatives from California’s 18th District. His committee roles included serving four years on the powerful House Rules Committee while he was also a key member of the House Democratic Leadership Team. Mr. Cardoza also served as chairman of the House Agriculture Committee’s Subcommittee on Horticulture and Organic Agriculture, where he played a leading role in the formation of the 2007 Farm Bill; ranking member of the Agriculture Committee’s Subcommittee of Livestock, Dairy and Poultry; member of the Committee of Foreign Affairs’ Subcommittee on Asia and the Pacific; member of the Subcommittee on the Middle East and South Asia, the Committee on Resources and its Subcommittee on Water, and the Science Committee. As a member of the House leadership, Mr. Cardoza was also intimately involved in the drafting of the Affordable Care Act.
Throughout his federal service, Mr. Cardoza took a leading role in advocating for fiscal discipline on the part of the government, serving as co-chair of the Blue Dog Coalition, a group of House Democrats committed to fiscal responsibility and accountability for taxpayer dollars. He was also an advocate for homeowners facing mortgage difficulties following the housing crisis, and his work included authoring a modified version of the Housing Opportunity & Mortgage Equity Act and establishing a new congressional task force on housing stabilization.
Prior to his role in the House, Mr. Cardoza spent six years in the California State Assembly, where he chaired the Rules Committee and helped found the Moderate Democratic Caucus. A number of organizations honored then-Assemblyman Cardoza as Legislator of the Year for his efforts to cut taxes, help family farms and promote education and children’s safety. He has also served as a council member in the cities of Merced and Atwater in California.

Kelly Carnes is an entrepreneur, and nationally recognized technology policy expert and thought leader. She has served the high tech industry for over 20 years, holding leadership positions in technology business, law and government.
She is President and CEO of TechVision21, a Washington, DC-based technology strategy firm. TechVision21 leverages technology, business and government expertise to help companies: pinpoint and secure research and technology funding; forge critical alliances with business and government leaders; and promote and protect their interests in Washington. TechVision21 clients include global companies, leading U.S. research universities, government, and science and technology non-profit organizations.
Before founding TechVision21, Ms. Carnes served eight years at the highest levels of the U.S. government, working first as an aide to then First Lady Hillary Clinton, and later, as a senior technology policy advisor to four Secretaries of Commerce. Most recently, Ms. Carnes served four years as Assistant Secretary of Commerce for Technology Policy. As a Presidential appointee, confirmed by the U.S. Senate, Ms. Carnes represented the Administration before Congress, and was a liaison to, and advocate for, the technology business community. Ms. Carnes served as a key point person on numerous high profile issues affecting technology businesses, including regulation of E-commerce, H-1(b) visas, the R&D tax credit, securities litigation reform, financial accounting standards, and the high tech work force shortage. She also helped lead the Administration’s efforts to increase the representation of women and minorities in the nation’s technology work force.
Ms. Carnes directed several Presidential-level technology programs and initiatives, including the National Medal of Technology, America’s highest award for technological innovation. She also created GetTech, an award winning national public awareness and information campaign to encourage teens to pursue technology careers. GetTech features celebrity endorsements, radio and television public service announcements, and an interactive web site. In 2000, Ms. Carnes was selected by the Center for the Study of the Presidency to join an elite group of experts making recommendations to President Bush on improving the federal government’s ability to develop technology and competitiveness policy.
Ms. Carnes previously enjoyed a highly successful technology business career. As an attorney at a top national law firm, Ms. Carnes structured and negotiated more than $1 billion in technology business transactions. These included joint ventures and strategic alliances, venture capital transactions, technology development, licensing and marketing agreements, systems integration projects, and large-scale computer outsourcing transactions.
Ms. Carnes graduated Phi Beta Kappa from the University of North Carolina at Chapel Hill, with a Bachelor of Arts degree. She also graduated magna cum laude from Georgetown University Law School, where she served as Topics Editor for the Georgetown Law Journal.
Executive Director, National Association of Water Companies (NAWC)
Michael Deane has extensive experience and the unique perspective of having worked in both the public and private water sectors. Before joining the NAWC in 2009, he was Associate Assistant Administrator for Water in the U.S. Environmental Protection Agency where he played a key role in developing and implementing national water policy. Prior to this position, he served as Senior Policy Advisor in Infrastructure Finance for the Agency’s Office of Water. Michael began his career in water at the EPA, working on the state revolving fund and public-private partnership programs. Before returning to the EPA in 2006, he served as an executive at several water management companies, including United Water – and its parent company, Suez – and the U.S. operations of Vivendi (now Veolia), where he focused on innovative financing and infrastructure policy.
Under his leadership, the association has increased outreach efforts on the regulatory and legislative fronts. Michael has also made educating Americans about the value of water and the challenges facing our nation’s water infrastructure a key priority for the NAWC. With a focus on raising awareness of the benefits offered by NAWC member companies, he is frequently quoted in trade publications as well as national outlets including Bloomberg, The New York Times and The Wall Street Journal. Michael is a sought-after speaker for conferences and events across the country and abroad.
In addition to his role with the NAWC, Michael serves on the Pictet Water Fund Advisory Board, the Board of Directors of the National Council for Public-Private Partnerships, the Executive Committee of AquaFed, the International Federation of Private Water Operators and he is Chair of the Association for the Improvement of American Infrastructure’s water subcommittee.

Ralph E. Exton

Ralph provides strategic leadership and program direction for the business’s marketing activities and sustainability efforts.
He also serves as the business program manager for the GE Experienced Commercial Leadership Program (ECLP), which is designed to attract, retain, and grow a diverse and global population of future sales and marketing leaders for GE businesses.
Ralph joined Water & Process Technologies in 2002 and has held a number of roles with increasing responsibility for commercial operations, business development, marketing, and sales management. Prior to assuming his current role in February 2012, Ralph served three years as the global sales leader for channel partner development for Engineered Systems.
Ralph is an ambassador for ecomagination*, GE’s commitment to imagine and build innovative solutions for today’s environmental challenges while driving economic growth. He is also the leader of the Water for Humanity program for GE Water, a philanthropic initiative that helps provide safe drinking water to communities in need.
The Water Environment Federation (WEF), an international organization of water quality professionals, elected Ralph to their 2012-2013 Board of Trustees. Ralph is also the co-chair for the AIChE International Society for Water Solutions.
Ralph earned a Bachelor of Science degree in mechanical engineering from Pennsylvania State University and has over 26 years of advanced water treatment, purification, and reuse experience.
Paul Gagliardo, M.P.H., P.E.
Manager - Innovation Development, American Water
Paul Gagliardo is the Manager of Innovation Development for American Water. In this role, he leads the American Water’s Innovation Development Process, which tests and develops new technologies and processes for use in the company and the water industry.
Gagliardo has extensive experience in project management, wastewater recycling, equipment technology research and development, membrane systems, water resources planning, strategic planning, federal and state grants, water policy, water treatment technology, seawater desalination and groundwater asset development.
He came to American Water in 2009 from Natawa Corporation, a start-up company focused on utilities and technology within a public-private partnership framework, where he served as vice president. Prior to that, he was the Senior Program Director for Earth Tech Inc., leading a team of engineers, construction managers, and technicians in the winning and execution of water and wastewater-related projects.
Gagliardo also spent twenty plus years at the city of San Diego, where he created and managed the Aqua2000 Research Center, a program focused on testing new technologies for use in the water and wastewater business.
A registered engineer in California, Gagliardo holds a master’s degree in public health from San Diego State University and a bachelor’s degree in mechanical engineering from Union College.

Ed Hackney is Technical Director of Revenue Management and has been with United Water for 13 years focusing on OT (operational technologies) including SCADA, GIS and Smart Metering. Prior to United Water, Ed founded a broadband Internet Service Provider, consulted for fortune 500 clients while at KPMG and Arthur Andersen and ran section of HP/Compaq’s e-commerce site. Hinchman’s career has focused on municipal water since working with CH2M Hill in 1995. He had numerous roles at GE including Water Commercialization Leader with GE Automation Services (where he was responsible for winning over $75mm for over 500 projects), Global Industry Manager (where he focused on solving key customer challenges and creating new partnerships), and Global Marketing Director – Infrastructure (where he lead the team for the strategic marketing of GE Intelligent Platforms’ Energy, Oil & Gas, and Water offerings). Hinchman founded a clean water movement called Our Water Counts (www.OurWaterCounts.com), which has won many awards around its use of social networking to inform and drive people to action. Erik Hromadka serves as CEO of Global Water Technologies. Hromadka, 48, has been a shareholder of Global Water Technologies since 2002. He joined the board and became CEO in 2009, was named chairman in 2010 and transitioned the company from its post-bankruptcy efforts. Hromadka has refocused the company with an emphasis on new "smart water" technologies to improve efficiency in distribution systems with sensors and software.
Prior to joining the company, Hromadka worked with a wide range of entrepreneurs, providing business development and strategic communications. A 1988 graduate of Valparaiso University, Hromadka has a background in journalism and covered business, technology and law for numerous publications.
Richard E. Hyman
Author of FROGMEN
Richard Hyman is a business executive and also a professional SCUBA diver, photographer, navigator and a certified aquanaut.
He wrote the book FROGMEN, his personal account of diving with Captain Jacques-Yves Cousteau aboard the famed research vessel Calypso. Expeditions included travel to Belize, Canada, Martinique, Mexico and Venezuela. Richard also dove on the Civil War’s USS Monitor shipwreck 230 feet deep off the coast of Cape Hatteras, NC.
Cousteau was one of the great explorers and visionaries of all time. He was passionate about our water planet.
Cousteau’s alliance with NASA afforded Richard the opportunity to work for Rusty Schweickart, Apollo 9’s lunar module pilot and backup commander of the first Skylab mission. Their focus was commercial applications of Landsat’s remote sensing data, which included hydrology and oceanography.
Richard’s career has been in corporate and entrepreneurial businesses, primarily in telecommunicatons and technology. He led worldwide sales of GE Capital’s satellite communications company and was a private equity investment professional for GE Equity. Richard also co-founded a biotech venture, which he sold to Genzyme, and co-founded another venture that integrated Siemens sensors and probes into a system that monitored water quality.

David Schoenberger is currently the CIO and director of Business Development of Secure Cloud Systems LLC. In his early 20s, David started a company called Net.Results, which at the early inception of the World Wide Web provided Web development for companies wishing to market their services on websites. This was also when he began development of some of the earliest Web-based payment portals, allowing consumers and businesses to buy and sell online.
As a JD Edwards consultant, David developed a technical process that is still used today by every client utilizing JD Edwards software. This process was developed into a white paper authored by David for JDE tips in 2002. This white paper is still among the most downloaded white papers today. When David discontinued his consulting efforts with JD Edwards, he focused his efforts toward payment processing, check imaging, and data storage, security, and integration solutions.
In 2004/2005, David was a minority owner and vice president of Business and Strategic Development for EComm, a small private payment processing company. He successfully negotiated a multi-year contract with Intuit, supplying payment processing for its Real Estate Software division. He also successfully negotiated a software partnership with Microsoft's Small Business Accounting group, which was Microsoft's new software designed to directly compete against QuickBooks in the small business accounting arena. He was directly instrumental in the integration of check imaging solutions into this software.
David developed this solution along with Tim Reynolds, who was also employed at EComm at that time. David and Tim left EComm to build Guardian Payments, a payment processing company they built from the ground up. They developed the software, and David led the business development effort in his role as EVP and essentially CEO. Their "multi- platform integration adaptor" software proved to be unique and far superior to competitors', even in the commoditized, price-driven payment processing industry. David led the growth of Guardian Payments, rapidly winning business from small companies and Fortune 500 companies alike.

Diana A. Stavreva completed her doctoral work at the Bulgarian Academy of Sciences in 1998, focusing on environmental mutagenesis. In August 2001, she joined the Laboratory of Receptor Biology and Gene Expression (LRBGE) at the NCI, National Institutes of Health as a postdoctoral fellow. At the LRBGE she investigated nuclear receptor dynamics in live cells and receptor-regulated transcription. In 2006 Diana became a research fellow in the laboratory of Dr. Gordon Hager at NCI, NIH where she discovered gene pulsing, an oscillatory transcriptional response of GR-target genes to the pulsatile (ultradian) secretion of glucocorticoids that occurs naturally in mammalian systems. Diana became a staff scientist in 2011; while continuing her work on dynamic transcription regulation she initiated a study on endocrine disrupting chemicals (EDCs) in water sources. She uses a novel high-throughput fluorescence-based cell assay for biological testing of EDCs in environmental samples. This assay is based on quantitative analyses of cytoplasm-to-nucleus translocation of fluorescent protein-tagged nuclear receptor constructs in the presence of hormone or EDCs. A US Patent covering this technology was awarded to the NCI in 2015 (“Kits for detecting and monitoring endocrine disrupting chemicals (EDCs)”, US Patent Application 20150168416).
